Concord
Naval Weapons Station Reuse Plan Health Impact Assessment
|
The Concord Naval Weapons Station (CNWS) is located in the
City of Concord in Contra Costa County in California. The Navy
has designated the 5,028 acre site as surplus and the City of Concord
is preparing a Reuse Plan for the site. As part of that process,
the City is considering several alternative land use concepts, all of
which involve land for housing, commercial space, and community
facilities as well as preserving significant acreage for open space. Development at the CNWS site has the potential to greatly benefit the health and well being of current and future Concord and Contra Costa residents. Such benefits could accrue through, for example, increasing: • Access to parks and open space where residents can exercise; • Number of homes available to moderate and lower income residents, leaving more money available for healthy food and medical care and reducing overcrowded and substandard living conditions; • Number of jobs that pay a living wage and provide health-related benefits such as health insurance and paid sick days; • Proximity of residents to health-promoting goods and services, such as grocery stores and community centers; • Neighborhood walkability and public transit options, as well as reducing driving, which would increase physical activity and decrease air pollution and noise. At the request of the Community Coalition for a Sustainable Concord and with support from The California Endowment, HIP conducted this HIA to analyze how the alternatives being considered for the CNWS Reuse Project would help realize these health and well being benefits or, potentially, lead to negative health outcomes. The analysis considered how health would be impacted by changes in housing, jobs, transportation, retail and services, and parks and open space, and developed recommendations in each of these areas as to how to improve the potential health outcomes. In this analysis, health is defined as the state of complete physical, mental and social well-being and not merely the absence of disease or infirmity. In January 2009, the final version of the Concord Naval Weapons Station Health Impact Assessment report was completed. |
